I think Faizal explained the difference between the two queries at 24:38 is wrong. Because Query Optimizer will take the query and then create an optimized way to find the data which means the order of execution doesn't depend on where you put the condition. So it wouldn't be performed on the entire table first in the first query. In this case, I think it might be the same result and order of execution (depends on database version). In addition to that, if you use LEFT, RIGHT, OUTER JOIN here, it will lead to different and wrong results.

Well, actually Jose Durand is Brazilian hence the J in Jose is not pronounced like that, which would be the case for the Spanish J, but in Brazilian Portguese the J is pronounced differently, a bit similar to J in English, but not equal. IPA sound ʒ (tailed z, Ezh).
