Late to the comment but as far as I know according to the lore. (Yes there is a lore behind it). PETA freed Prototype Fluffys from a HasBio Lab (Hasbro expanded because the success of My little pony to the biotoys sector) causing a catastrophic spread of Fluffys in the cities and rural areas. Scince they are genetically engineered so they breed really fast and eat almost everything on thier way they flooded soon whole America. In some comics they caused an rural crisis making some crops endangered or even extinct. Most people in this world hate fluffys and some abuse them out of fun, there is a whole economic sector just for abusing them.
