As capacity charges are being paid by the lower middle class and the poor who can't afford to invest some 2 million rupees upon solarization of their houses. If someone needs to possess a wapda connection the he should be bound share capacity charges.

It's not clear . Wapda doesn't pay back any money. It's only compensate the units that owes to WAPDA. e .g. If a solar owner gave 100 units to WAPDA. In next bill WAPDA reduces 100 units (or a part of it as the case may be) from consumer's bill. Wapda benefits in either case
