In terms of raw power, at max capabilities, Dion wins. His Zettaflare could have glassed a continent if not stopped. However, that was *after* his fully-Primed Eikon snorted an entire Mothercrystal. However, while Donald is *only* capable of wiping out a small army with his, it’s entirely of his own power, and doesn’t require him channeling a god or snorting a magic crystal to do it. So, if they had Prep Time™️, Dion wins. But if they just bumped into each other in an alley and started swinging, my money’s on Donald.

The problem with this logic is that the prefix “Zetta” means that they’re of equal power. Zetta is a metric system unit that’s 1000x Tera. So zettaflare is a precise unit, meaning that if Donald had pointed the flare at the ground instead of the air, he would’ve completely destroyed the key blade graveyard. Dion’s can’t be more powerful then Donald’s because then it would no longer be a Zettaflare

Donald may be strong but the emotional weight and fan service went along FF16 Zetaflare is on a whole another level. To put this into context, we go back about 8 years ago in FF14. There was a story content hidden behind the hardest raid available at the time. The content was a cutscene; The Flame of Truth. It revealed what really happened during the calamity that ended v1.0 and started ARR. From the records, only about 3-5% of the total FF14 players cleared the raid to witness the truth. Within that cutscene, we saw Louisoux sacrificed himself to become the Phoenix and punch thru Bahamut. The scene in FF16 was a direct representation what it looked like. The story is almost a decade long legend. And having witness that again in FF16 was like reliving that moment in time 8 years ago. It was a huge fan service and for those small percentage of raiders that day to experience it again is beyond anything in the franchise.

All the way back in Final Fantasy 1, you could meet bahamut in the Dragon's Cave and he will send you on a side quest to slay a creature worthy of renown. So, you go to castle Ordeals to cut the tail off the rat running the place and kill it. When you return, bahamut recognizes your courage and strengths enough to level up your classes to a higher tier (warrior becomes knight, mages become wizards, and the monk becomes a black belt). For Donald Duck to be worthy enough to cast Zetta Flare, and to learn the spell, he slew SteamBoat Willie and offered his (now public domain) tail to Bahamut, thus granting him the power to use Zetta Flare himself. Also, the Flare and Ultima spells have similar attack stats with both being non-elemental damage in the early games, with the only difference being that flare is a single-target spell. So, technically speaking, Donald's Zetta Flare is more accurate to the older final fantasy games

I just love how crazy it is that 16's Bahamut, empowered by the Mothercrystal, is on par power wise with Donald - because remember, spells of the same tier are as strong as each other. The thing is though, Bahamut's one is a shotgun blast, while Donald's is CONCENTRATED. Meaning that he's either skilled enough that two casts could get him there... or he's PRACTICED enough with Zettaflare to learn how to make it a Final Flash style beam, complete with driving him to exhaustion. Donald prepared and casted that spell in less than 10 seconds. And most importantly, unlike every other user of Zettaflare, Donald is not a boss scale or end boss scale character. He's not using any external source. And Black Mage Colleges refuse to teach MEGAflare for being too much for a black mage to pull off.
