How come this contractor did not do something to protect the rebars. Did not care to cover the rebars, apply epoxy coating for the rust and just place it in the ground no clear storage. Never clean it with rust remover . Very poor quality management in the site. A typical work of local contractor in the Philippines and poor supervision of the implementing agency.
