as of now VOA at Indonesia is not free. You have to pay 35 USD cost approx.

It is definitely beneficial for their economic growth and for the foreign tourists but there is a very little support to the thought of starting this scheme from ASEAN countries. On the contrary, I think getting schengen like visa for south-east countries will become difficult for the people and as difficult as EU nations.
