What makes a ball bounce: being light, having rubber texture which causes it to throw back the reaction at almost the same amount of force, and being pressurized on the inside. What makes a ball NOT bounce: LICKING IT???? Being hard solid, having no pressure on the inside, and being heavy. That's either a different ball or has some cool tricky feature.
