I would say UTH really isn't recommended as you meantioned you want deep substrate like around 4 in. You can only have a max substrate of 2 in with UTH the recommended deeper substrate would act as an insulator and create excess heat build up which can cause stress cracks. They also only give IR-C that really don't penetrate the tissue. You want a source that gives IR A, B, and C like a dhp or halogen flood. To get the desired surface temperature you have to set the temperature higher and many snakes are burned even with a thermostat if they should burrow directly on top of where the UTH is placed. They are ok for temporary situations. Another thing is they are designed for glass enclosures they work with plastic tubs, but a pvc or wood enclosure would just block the heat, and they should never be placed inside.

This is why when I say get the big enclosure transfer the heat lamp over, and when I’m talking about the UTH I say if you must use it please thermostatically control it

am i ok starting with a 20 gallon tank with a baby ball python and then getting a 40 gallon one when it gets bigger? and also how old are they normally when the get around 3-5ft?

If you mean 40 gallon for an adult no, 120 gallons is the minimum for an adult

Can a UVB bulb be used for a basking/heat lamp? I am currently using a dual fixture with an incandescent bulb, and a uvb bulb, but could i eliminate the non uvb bulb entirely and just use the heat from the uvb?

The UVB does not produce any infrared, which is the wavelengths we identify as heat. Only UV and Visible light are emitted from the UVB so its not suitable for basking heat. The d3 cycle needs the skin to reach a certain temperature for the synthesis of D3 under UV light. So each bulb are just as important as eachother. In nature it would be all within blended sunlight so we need both. Hope that helps :)
