Everyone has negative opinions :) I'm not necessarily hating on this person, as this is the first time I'm watching these videos and I happen to like them. you should sit the balloons in the bucket so they can rest on the bottom as they fill.... when they're at capacity they will come off of the tube because they'll be too heavy. because you're holding them in the air they're becoming heavier early that's why they're not getting to their Max size

somebody cares yeah, when i was younger the ones i used always had a good amount that had tiny holes in them, maybe 1/4th of the box. though, i guess those weren't $20 balloons? either way i think this would be worth it and i would love it if i had them when i was younger. i could never tie the balloons and it always took like 30 minutes just to fill the balloons and then they'd be gone in 5 minutes.

Instead of holding them over the water when you were filling, you should have set them in the water. They were nut getting big because gravity was pulling them off the straws before they could totally fill. You should have set them in the water or on the ground and let them get big enough, and then lifted the condition so they'd all fall off...
