shashidhar, ये दोनों ही संविधान संशोधन विधेयक नहीं हैं. ये साधारण विधेयक अर्थात कानून हैं. इसलिए इनको पारित करने के लिए २/३ बहुमत की ज़रुरत नहीं. केवल साधारण बहुमत से ही पास किया जा सकता है.
