What struck me about Tacloban when I visited in 1998 was the number of informal villages directly on the beach. It was common all over Leyte, but because Tacloban City was so populous, it had a much larger informal housing situation. I remember watching the storm approaching on the news, safely away on the other side of the world and thinking they were really in for it.
