Why wasn’t the matter referred to Police? Maybe the ‘costs’ to the pensioner would be further enhanced!!! Put a camera on each counter and have an online nonstop monitoring. The more a country relies on public servants, the greater the hell people face. Think of privatizing wherever that is feasible for a more effective public service provision.
