It's the Ministry of Finance that is responsible. It provided wrong accounts and went ahead to authorise BoU to execute the payments.

@@Makumbi they execute on behalf. Just like you go to your bank and instruct it to pay someone on your behalf. So such an error can happen that you provide and even confirm a wrong account.
