Congratulations. You are now covering the gutters and at the same time turning them into pedestrian walkways. This is not the best practice, but it is way better than the old system. Next, the water that flows into the covered gutters must be evacuated or drained into a canal which will then flow into a pond or a mini lake. And then, home owners MUST be forced to cover the land to where the covered gutter ended to their fences with vegetation, specifically grass, and also plant trees and FLOWERS. This is how it's done in developed countries, which makes the whole environment look beautiful.
