It's been a hot minute since I tinkered with voice-related nonsense in TF2/HL engine games, but I think the general reason that most voice changers just do random noise is because of the block most servers have in relation to HLDJ. It's essentially like game-changing mods needing a specific setting to function in TF2. Very likely could be wrong, again, been a bit, but if the server's cool with HLDJ, it might be cool with voice changers too. Just my two cents.
