The tag host is the rebar, not the annotation (Bending Detail), so if you don't create it when positioning the Bending Detail, you are still able to tag it (the rebar) "manually" later and position the tag wherever you like.

Rabbit is a rabbit hole, so yeah, there must be a structure video somewhere, you just have to dive and find it.
