It is true. He also whacks ther framing with his hammer once in a while just to show it who is boss (see the double wall construction video).

Nice to see the skill level. I recently started adding ice and water shield to tops of 2x's. I am 59 and did some decks 25+ years back with ice/shield... just remodeled there and the joists are incredible, other deck without looks bad. Stainless fasteners helped as well. It really is a big difference.

Glad you like it. It is not a bad idea at all to add flashing on top of the joists.

I disassembled a rotten deck a few years ago, and the old fella had wrapped all his joists and beam with roofing felt. It was basically like new under there even though the deck boards and railings were falling apart

Why didn’t you tape the tops of the joists?

Pressure treated lumber and a reasonably dry climate. Your mileage may vary.
