As a traveler that is visiting Japan, do you recommend using polite or casual form of speaking?

Definitely Polite speech😁 To be polite to everyone you meet here. If you are already pretty confident with using polite speech and want to speak casually depending on the situation, then casual speech would be fine. (Even if you use casual speech, no one actually thinks you are rude when you a traveler from other country.)
