So, Kira most likely was among the individuals investigated between the 14th and the 19th of December. Additionally, given how between the 19th and 27th of December at least 23 individuals died from heart attacks that were legally innocent (This contrasts with his previous killings), meaning he likely used some of these individuals to kill the FBI agents. Sure, L's main reason of suspecting Light is nothing more than a gut reason. However, given how much experience L has dealing with criminals, it's not surprising that L would heavily suspect Light even if there was not a lot of evidence for it.
