Gram sabha is not a body but it is a village meeting where all the villagers along with Members of Gram Panchayat ( Sarpanch, panches and Secretary) participate to hear out problems of villagers for the development of village as a whole and come up with solutions.

In fact , if we can bring a system of penalising the executives for not completing the assigned job (with resources allotted) within the deadline , then they will become more accountable .
