राष्ट्रपति का होना जरूरी हैं और उसके बहुत से कारण है । (1) भारत संसदीय लोकशाही हैं, चुनाव के समय या फिर सांसदो के इस्तीफे से यदि कोई सरकार गिर जाती हैं तो ऐसे में राष्ट्रपति के ना होने से देश के पास ऐसे मौकों पी कोई लीडर नही रहेगा मुखिया या फिर लीडर नही रहेगा। और ऐसे में बाहरी आक्रमण हो सकता हैं और बिना लीडर के कोई डिसीजन नही लिया जा सकता, सेना एक फ्रंट पर काम करेगी रक्षा मंत्रालय के आधीन लेकिन विभिन्न राज्यों की पुलिस और इंटरनल सिक्योरिटी अपने तरीके से दोनो में समन्वय नही रहेगा ऐसे में संविधान के तहत पूरे देश के सभी राज्यों के पुलिसबल , पैरामिलिट्री फोर्स और सेना डायरेक्टली या इंडिरेक्टली राष्ट्रपति के आधीन हैं इसलिए डिसीजन लिया जा सकता हैं।
