IMO: I feel like you have to have several legendaries to actually progress at the start tho, cause you have zero levels - zero hp - and zero perks. Additionally, with a full legendary setup it is still hard to kill most legendaries

Recently saw a 52 level noob with no legendaries at jelly zone. Told him about ad watching stuff so he gets legendaries but he rejected.
