The NIA don't know investigation techniques you may likely torture when there are no witnesses to served as witnesses against suspects but when there are witnesses or material evidence you only need to depend on the witnesses and the evidence to prosecute the offenders no need for torture. Also intelligence role in any country is to collect intelligence and disseminate it.

That is how it operates throughout the world. Eg.. America secret service, Mi6 in UK, Senegal secret service. If they consentrate on that the nation would well secure.
