I'm not sure, I just know that in my native language saying that a beverage has electricity in it means it contains alcohol (like drinks, coffee with rum and stuff like that), it's mostly used for drinks that usually don't have alcohol in them. For this reason, that's the first thing that came to my mind is that he gets suuuper drunk in that voicepack, but I wouldn't be surprised if it was literal (as in voicepack is just sounds of Bettel getting electrocuted from making toasts in the bathtub)
