While Bill won the Death Battle, it was a hollow victory since Discord screwed him over by tricking him back into the Nightmare Realm. A contingency I'd like to see is Asura (Asura's Wrath). Given that Asura's power is beyond even the creator god Chakravartin, it would likely be necessary to find a way to cut off his flow of Mantra in order to weaken him, perhaps by trying to find a way to disable his Mantra Reactor that allows him to tap in to his potentially limitless wrath. In a similar vein, much of Asura's body appears to be at least partially artificial, so developing a device that inhibits their functionality could also be a possibility. If that doesn't work, since his power is drawn from his rage, a way to suppress his emotions could also be an option. If he can't feel angry, how can he draw power from it?

I have to say, this is probably one of the most realistic humanitarian responses to a detected threat by such a creature, if a creature like Bill Cipher was detected like this, if Batman was real, he probably would have a plan like this to deal with him even if not traditional in manor it's fair enough considering how well he's assessed Bill, and recruiting anyone to his cause would be easy knowing the consequences of his Weirdmageddon coming to fruition, although, unfortunately, this wouldn't work, which is a real shame because this is the plan any humans would probably come up with in a rapid station, although, this plan depends on merely how Bill's power works, or what stage of his plan he's at. If Weirdmageddon hasn't started yet, Batman's plan has 2 outcomes, depending on what's being used to catch his interest then Bill could fall for this realistically, although it depends on how it works, as in Weirdmageddon 3 Take Back the Falls, Bill's in his physical form when he enters Stan's mind, and during this part of his plan he's not in his physical form, depending on the effectiveness of the memory wipe, then Bill could be defeated extremely easily, if, due to the fact Weirdmageddon isn't active, Bill would just be able to leave or awaken a clone, then this wouldn't end well for Batman and Bill would be far more cautious in his approach in enacting Weirdmageddon, something that could be detrimental, would most likely just delay Bill until this plan is forgotten or put out of date, If Weirdmageddon is active, then this could be extremely effective depending on Bill's location, if Bill is in Gravity Falls then this plan works every single time, if Bill was outside of Gravity Falls, unfortunately this plan would fail at this point as well, Bill only wanted Ford, and by extension, any piece of Batman's plan if they had access to the equation to break the Weirdness Barrier, which, Batman likely does not have unless he, is already aware of Ford, manages to arrange a meeting with him. Where Ford gives Batman the equation which is given to the clones, which is used to lure in Bill, depending on how fast the erasure is, Bill could be wiped out as a result of this. Although, there are more factors to consider, Batman has a retrospective completely aware of Bill's strengths and weaknesses, humanity likely does not have access to this data as it's a fictional Disney series, although, if do, then this matters not, something that does though is what Batman has, as stated previously, Batman in essentially all outcomes has nothing to intrigue Bill with to the point of risking himself, depending on if Bill's plea for assistance comes to fruition, and is reinstated by the Axolotl, then Bill wouldn't fall for this, Bill's someone who doesn't make the same mistakes, he always has a new challenge for each person each encounter, and with boundless knowledge comes with past knowledge, and unless Bill lost his memories of his past erasure, Bill wouldn't enter the mind if outside gravity falls, although would probably take the risk again if he was. Overall this is the only plausible effective plan against Bill Cipher, and really the only way to realistically beat him depends on his actions, his caution, Bill was defeated due to arrogance, if Bill isn't as cocky this time around, then this plan is effectively useless, sadly.

I would also like to note that there is information that the Justice League might not be privy to yet. After defeating Bill Cipher for the third time using the contingency plan you mentioned (most likely based on this), the Pines twins, specifically Stanley and Stanford set off on a globe trotting adventure the two of them had been planning their entire lives. During their travels, they 'accidentally' came across someone who was capable of using hypno regression therapy to access the memories of Stanly Pines, in order to ensure Bill Cipher was truly dead and gone. This individual was actually working for a group known as the SCP Foundation, and was working on a followup case regarding SCP ~ 4444, AKA, Bill Cipher. The Pines family should be monitored and protected against outside threats, because it would seem their family unity is a super power in and of it's own right. Their strengths and weakness intersect and overlap in such a way as to provide them with natural protection from almost all outside threats, but everyone has blind spots, even Bruce Wayne... While we can only endeavor to achieve self autonomy, in this case, I feel it is imperative to keep the Pines family safe, if only to do so long enough for them to spring into action. While the Pines family is convinced that Bill has been defeated, the Justice League must remain ever vigilant in it's protection of this vital asset.
