I prefer the Larry Hama version, in the Marvel comics, where Cobra Commander formed Cobra out of the US, from a town called Springfield (no relation to the one in the Simpsons). A man like this is not to be underestimated, as opposed to the one in the cartoons. He managed to get Storm Shadow's father killed, through Zartan, whom the Arashikage actually blamed on Storm Shadow. That's no mean feat. On top of that, Storm Shadow ends up joining Cobra because he believes Snake Eyes killed his father. While his brother Dan was constantly enlisting in the US Army in the hopes of keeping his younger brother out of being conscripted, before he formed Cobra, he worked as a used car salesman, and amassed a fortune. In the forming of Cobra, he enlists the likes of Destro, the Baroness, Zartan and Major Bludd, and they operate principally out of the US. Through Extensive Enterprises (ran by Tomax and Xamot), Cobra has a fortune that exceeds the GDPs of most nations. This version of Cobra is arguably the most dangerous. This is the version that everyone wants to join! It's a direct attack on the US conceptually. Starting out in Springfield, a town in the midst of an economic depression thanks to its industry being moved overseas, Cobra utilizes the pain and anguish of people who no longer believe in the American dream. From here, Cobra spreads, and is responsible for numerous uprisings and terrorist incidents around the world. In the comics, G.I. Joe is formed in order to be able to handle Cobra and other threats that are not conventional, and are woefully unprepared for who they're dealing with. Cobra attacks the PITT, and destroys it. That's G.I. Joe HQ. Cobra Commander himself is a genius on another level. He's a brilliant tactician, but, moreover, he's got amazing charisma. He could sell ice to an eskimo and have him on a subscription for it. Even when Storm Shadow finds out the truth, that it was Zartan who killed his father, under Cobra Commander's orders, Storm Shadow, for some reason for awhile, never blamed the Commander. That's how potent this man is. Without any drugs or some other device, Cobra Commander has legions of men willing to sacrifice their lives for world conquest. This is a threat of the likes Batman has never faced. He's richer than Wayne, has an army, complete with aircraft and light tanks, fanatical and well-trained troops (as opposed to the cartoons) and they have politicians in their pocket around the world. You might say Darkseid is similar, but Darkseid is an alien, with near god-like powers. Cobra Commander is just a man.

Since this is going by the MCU version, throwing straight hands isn't much of a factor. Using something with enhanced strength or in this case just Arkham Batman being freakishly strong, is more than enough for Natasha. Both times she went up against Bucky(Winter Soldier and Civil War), she either straight up lost or had to run away even after disabling his arm. So as long as you're sufficiently stronger, she folds pretty easily. In the case of the Avengers Confidential anime when she fought Punisher, who I'd say is Arkham Batman levels of strength, she tried twisting Frank's arm to disarm him of his gun and just couldn't do it.
