Why doesn't the power pallet work?

In Pac-Man, as you increase in levels, your power pellet time actually DECREASES. A kind of quicker way to lose a life. This was intentional, but there is so far in a game that not too long nor many levels where the power pellet actually lasts a few frames. Go so far, the power pellet would last up to no frames.
