You can play Bb minor pentatonic over the whole thing to get started, then start to play Bb mixolydian/major pentatonic on only the Bb7's and minor pentatonic over the rest. In addition to that, bring out some spice with playing altered lines (7th mode of melodic minor) anytime there is a dominant chord going to somewhere else. Best spot for that is the Cm7/F7 on last bar and the Bb7 on the 4th bar! Happy jamming (:

I humbly suggest not playing scales at all and treat each chord of the progression as its own unique harmonic entity with its own characteristics and role in the progression. Think arpeggios and passing tones...focusing on the 3rd, 5th, flat 5th and flat 7th of the chords but keeping in mind that all twelve tones are available as passing tones. Think in terms of melody and motifs, call and response and repeated rhythmic patterns maybe changing one note in the pattern as the harmony changes. That should make for a more interesting and cohesive solo rather than running scales.

I fell for the scale trap and didn't get better until i studied ted greene's soloing books which comprise entirely of melodic patterns for CHORD TONES instead of scales for each chord type. I didn't have anxiety of creating dissonant lines anymore since everything fit perfectly with the chord progressions

im not a whole jazz wiz but i say just start off with a concert bflat not the scale just the chord tones c e g and add on some notes just try to feel the back track before you start play that helps its gonna get better if you keep playing if you make a mistake just go to the next note as fast as you can and no one will notice but just dont worry too much of the chord progression just vibe with the music your skill will improve over time

This is a Dm7b5. Yes, secondary dominant of Cm7. It's very common, check "the standard blues chord progression in jazz", or read any Aebersold on this topic. Hope that helps !
