Flashing front bike lights are illegal in many countries, NL for example. IMO, they are indeed quite distracting.

Flashing lights in UK is permitted but recommended to use steady lights when cycling in streets without street lighting. Personally I hate them. Very distracting, especially as they are usually using high intensity LEDs which bugger up your night vision.
