Yes and no. In OD Azrael can cancel his drives into specials. If you cancel into tiger or gustav as fast as possible there's no gap. So you do still have to delay it a bit, but then yes it is a frame trap. But even still, 2D is +2 on normal block so even without OD special cancels, if you're close enough, 5A can still catch people trying to press there.
