अधिकतर यूपीएससी पास करने वाले बड़ी बड़ी यूनिवर्सिटी या कॉलेज से आते है। कोई आईआईटी से हे तो कोई जेएनयू से। इनको पूरा माहौल मिलता हे । यूपीएससी जैसी परीक्षा की तैयारी करने का। उच्च मध्यम वर्ग या अमीर वर्ग के परिवार वालों के बच्चे दिल्ली,लखनऊ, हैदराबाद, मुंबई जैसी जगह जाकर पढ़ते है। जिनकी फ़ी 1 लाख से ज्यादा है। और यूपीएससी का सबसे अच्छा मटेरियल अंग्रेजी में उपलब्ध है। यह तक की यूपीएससी प्रारंभिक परीक्षा में हिंदी अनुवाद में भी कई गलतियां होती है। हिंदी या दूसरी भाषा में परीक्षा की तैयारी करने वाले परीक्षार्थी को भी अंग्रेजी में सवाल को पढ़ना पड़ता है । ताकि उसे समझ आए। इसलिए अधिकतर बच्चे अंग्रेजी मध्यम से यूपीएससी पास करते है।UPSC prelims परीक्षा में sharp mind ka test leta he।fir मुख्य परीक्षा में भी नीतिशास्त्र का पेपर लेकर mind ka test leta he। आज पूरे भारत में कई कोचिंग सेंटर बन गए हे जहा यूपीएससी के मुख्य परीक्षा के सवाल के सारे answer मिल जाते है। जेस पक्ष में तर्क, विपक्ष में तर्क, आलोचना, सुझाव, विवरण, ऐतिहासिक पृषठभूमि, निष्कर्ष। जिसमे विधायर्थी को सिर्फ रट्टा बाजी करनी है। और थोड़ी सी स्मार्टनेस दिखानी है। यूपीएससी पास करने वालो से पूछा जाए कि नेपाल, भूटान को भारत मे मिला लेने के लिए क्या कदम उठाने चाहिए तोह 99 % यूपीएससी पढ़ने वाले और पास होने वाले fail हो जाएंगे।मैने लिखा था यूपीएससी को। की यूपीएससी परीक्षा upper middle class( उच्च माध्यम आय वाले परिवार) और अमीर लोगों की परीक्षा बन गई है। और इंग्लिश माध्यम वालो की परीक्षा है। जो जोरदार रट्टाबाजी कर सकता है वहीं यूपीएससी पास कर सकता है।गुजरात लोक सेवा आयोग में 35 वर्ष तक परीक्षा देने की मर्यादा है और कोई attempt मर्यादा नहीं है। जबकि upsc में 32 वर्ष तक परीक्षा देने की सीमा हे और attmpt मर्यादा भी मात्र 6 हे। गुजरात लोक सेवा आयोग का तर्क है कि हर साल रिक्त पदो की संख्या कम ज्यादा हो सकती है। प्रतिवर्ष मेरिट भी ज्यादा/कम हो सकता है। एग्जाम का पेपर कोई साल easy होता है तो कुछ साल मुश्किल। इसलिए attempt मर्यादा GPSC ने निकाल दी थी। लेकिन UPSC क्यो यह तर्क के आधार पर फैसला नहीं ले रही?।महात्मा गांधीजी, सरदार वल्लभ भाई पटेल जी, जवाहर लाल नेहरू जी, भीमराव अंबेडकर, होमी भाभा, साराभाईजी इन सभी व्यक्तियों ने आज़ादी से पहले शिक्षा प्राप्त की थी। और विदेश में जाकर शिक्षा प्राप्त की थी और नौकरी की थी। इसका मतलब यह नहीं है कि अंग्रेजो द्वारा बनाई गई शिक्षण व्यवस्था और राजनीतिक व्यवस्था अच्छी थी। बल्कि यह सारे महान व्यक्ति अमीर या उच्च मध्यम वर्ग से आते थे।अगर आप अभी यूपीएससी तैयार के करना प्रारंभ किया है तोह आप सिर्फ एक नोवेल्स या स्टोरी बुक की तरह एनसीईआरटी और विषयों की स्टैंडर्ड किताबे पढोंगे।जिसमे आपको बहुत मज़ा आएगा। लेकिन आप 2 और 3 महीने बाद वह भूल जाएंगे। फिर आप दृष्टि,vision IAS, या क्रॉनिकल की करेंट अफेयर्स की किताबे पढ़ोंगे। लेकिन याद कुछ नहीं रहेगा। फिर इन करेंट अफेयर्स मे दिए ऐतिहासिक पृषठभूमि, आगे की राह, नकारत्मक , सकारत्मक पक्ष, विवरण, निष्कर्ष को आप रट्टा बाजी आपको करनी पड़ेगी। साथ ही साथ स्टैंडर्ड किताबो की शब्द की और उस शब्द की व्याख्या आपको रट्टा मारना ही पड़ेगा। नीतिशास्त्र के शब्द और व्याख्या को भी रट्टा मारना पड़ेगा। विज्ञान के शब्द को भी याद करना पड़ेगा। अर्थशास्त्र, इतिहास को भी रट्टा ही अंत में मारना पड़ेगा। इसलिए यूपीएससी को परीक्षा देने की छूट 35 वर्ष तक और attempt मर्यादा 6 हटा देने चाहिए।
