Frankly speaking, voting on religious lines in a democracy should not be permitted, but that's what has happened in India, mainly because of the appeasement policy of Congress towards Muslims since 1947 and the fact that Muslims in India have always mixed religion with politics (Ref: Two nation theory and creating Pakistan based on religion). Turbo Charge - Don’t look at Islamic countries which have ShariaLaw and restriction on women’s rights. That’s what politicians do from opposition to polarise anti-BJP supporters. Hinduism does not have any restrictive bindings. Thus, one has to look at the Christian west, where even Catholic countries (with more restrictions in social justice than Hinduism) became developed almost at the same time as rest of Protestant Europe.
