Because it's probably not city property. The property probably belongs to the resort and they can do anything they want to with it. If you have. A lot of people using your property, one of those people get hurt and the property owner will be in trouble and have to pay for it.

Can this even be privately owned in Canada according to riparian rights there? There are some states here in the U.S. which hold that the water and riverbanks banks up to the high water line in navigable rivers are public domain, and despite having property on both sides, certain hunting clubs and other land owners have no right to bar people from swimming, paddling, fishing or wading up and down river. In other states, the laws seem to be more favorable to the landowners.

We can do anything to the water. As long as we don't obstruct the water. We obviously can't put pollutants in the water. Although the city can and have. The city got closer and the water. It isn't the hotels. They have a license to use the water from the hot springs, with some conditions. The land is owned by the village, though the province also has some jurisdiction as the waterways go through provincial crown land

Wish they'd also looked into and named and shamed the hotel owners. This is potentially a much bigger story. The Harrison Hot Springs Resort, which used to be a shining example of luxury in the great outdoors, is in shambles. It's owned by a Chinese company who don't care at all about the locals or nature. They treat employees terribly and have overall just wrecked the place trying to pull as much money out of it as possible. Name and Shame them global News!

Having lived in the area my whole life and have frequented HHS.. this is absolutely something the resort would do. They're constantly gouging visitors and really look for almost any way to deter locals and the local/small town atmosphere to basically say you're too poor for us to take your money.

They did it for greed. The resort wants it all for themselves. They don’t want anyone to enjoy nature for free. Now, depending on where the property line is, if that is public or city land, the city can require the resort to repair the damage. Which they won’t do. They won’t admit they did it. So the city can bring in equipment and repair it and send a warning decease and desist letter to the resort, threatening to revoke their business license if any future damage occurs. Would be a shame if they also lost their food and liquor licenses as well.

Rent some front end loaders and relocate the boulders to the the road leading to the entrance of the hotel. It would be on the city to remove them since its on municipal property but gosh darn, theres a backlog of infrastructure work to be done.
