That is what i heard too from the BC rail crew. but in more detail is that the bottom ditch lights point a little outward to the sides and the top ditch lights point forward more, exactly like you said more visibility. i like the double ditch lights, looks cool!

Pup1234567, The reason for double ditch lights both for safety, and for visibility (for the crew). In the Winter it is dark longer than in the States, maybe not quite as much as in Alaska, but dark alot of the time still. BC Rail's route winds through alot of canyons as well, so to see any possible obstructions or dangers, the double ditch lights are to increase the visibility for the crew by projecting more light forward. At least it's what the BC Rail crews at Quesnel told me when I visited.
