This is the second part of 2 videos on performing buoyancy checks. The first video can be found here: • BCD Buoyancy Check. Ho...
Once you have determine the proper amount of weight for your body, now you need to do the same for your gear. Determining the correct weight for your gear is much easier since your gear does not need to balance. Simply add weight to the pockets of your BCD, or if necessary tie weights on momentarily. Through trial and error slowly add just enough weight so that your gear is either neutral, or slightly negative while the scuba tank is at its reserve pressure.

I just finished my certification & I was rated at 20lbs. in the pool, so I went to 24lbs. for saltwater, still had a problem descending so I was given 28lbs. in total for saltwater using a jacket rental BC. I just purchased a Hydros pro BC will my weight lessen because it’s a wing rather than jacket?

At the surface, a 7mm suit will be really buoyant. At depth, though, it will compress a lot and lose buoyancy so don't overweight yourself. You may need to work a bit to descend at first, but once you're at 30 or 40 feet it should balance out.
