I watched an interview with him that seems to confirm that. Since he has a background in theatre, he loves the live reaction he gets from the audience, and said especially enjoying recording the mall scene as there were people around reacting. These promos are a fantastic idea and I hope we see more of him having fun with the character like this!

Been a horror fan for a long time. Had truly thought the slasher icon crowd would never see another member. Freddy, Jason, Michael, and a few others were it. Art the Clown can now be called an icon. He has so much charisma, his public appearances are pure entertainment. For an actor to do this without uttering a word shows how incredibly talented he is.
