The Holy Spirit is received by faith, coupled with a strong Desire. You must believe that Jesus is the son of God, He died for you and was raised from the dead. After which He ascended to Heaven and sent the promised Holy Spirit That's the faith part. Here is the desire part; Matthew 5:6 says "Blessed are they who hunger and thirst after righteousness for they shall be filled", and Luke 5:39 says "No man also having drunk old wine straight away desireth new: for he saith, The old is better." So even though you are trying to receive the Spirit, deep down in your soul you may not be as desperate and hungry for it as you might think. There are sometimes things in our soul (old wine) which prevent us from receiving the new wine (the Holy Spirit). These these may be doubt , unbelief, Pride, habits etc.,and they can cause a blockage . But your desire for the Spirit has to become greater than these and any other thing . This is where fasting becomes important, to purge your soul from these other feelings so that it becomes hungry for something better. And as you read the word, pray set you mind on the things of God, you will become so hungry that you would take what is yours by faith. I pray that this helps and that God fills you up with His Spirit
