Those were actually Max's real kids. Due to his alcohol dependency he aquired from living with his physical deformaties, his wife eventually left him and took the children with her. She gained full custody of them. After many drunken phonecalls and a fight on the front lawn with her new partner 'Steve', a restraining order was put in place. Here we see the few minutes after he took them from a PE lesson at school.

You are correct all kinds of troublemakers like drug dealers, gang members, thugs, scammers, alcoholics, people with vicious dogs and people on drugs which is why I walk with a walking cane, as that does not get catalogued as an offensive weapon, sophiscated people walk with canes, I have dyspraxia so that stops me falling over and I can use the cane for protection.
