it's lab, my own lab has exact same low tone deep voice. it's funny that lab is one of most nicest and friendlies dogs... BUT it has some BASS in it's voice. without knowing a little bit about lab, many people, like burglars wont even try to go inside your house when they hear lab. You cant tell is it a vicious bulldog or just family dog wanna hug burglar :D

No usually on Tuesdays around 10 or 11 a.m. they do a weekly test unless there's severe weather. At least since I was a kid in the seventies they've done it
