Pretty sure the blue beam in the sky is a guide to a cooldown zone that hasn’t spawned in yet. And the player spheres are due to queued events or the player isnt synced.

Some people in beammp use modded car which for you they look like purple beam or black or orange circle because you don't have they modded car install, you can't hit them and they can't hit you as well
