Those events are just self stage and self started, you stage - then you start on your own want to, its not a regular vanilla event so there is no light system like drag strip. Also, the cops appear for me and I have a little over 50 mods installed in my campaign so definitely not a mod issue unless 1 of the mods is just that bad on it?

Yeah man I'm not sure about the cops. No idea why but they don't appear for me either

I figured it out! Gotta go to "Gameplay" and disable "Start Free Roam with Traffic" The cops always spawn in as I start career mode now
