Second, that shovel will be on the ground only after the ground thawed, well thawed-like early September at best. Third, expect something to go wrong, like the McCaskey annoucing the construction before they get a permit or the construction company has to get an approval from Trace Armstrong, something like that. As far as the movie, I'll say it's the horror version of "Ground Hog Day x story of Sisyphus" titled "Stuck in the cycle of Dysfunction, the story of organizational process and good practices".
