10:24 BBS , when you put the water from the top with the help of the water bucket , the water which comes down is flowing water and not a *water source* but you need water source to make bubble elevators. When you place kelp in a flowing water it becomes water source block. After this you can place a soul sand at the bottom to make your bubble elevator. Please like so that BBS can see :)
