The HTC Vive is one of the best (for it's price) and you will want a decent PC with a graphics card like a 780 TI or a 980, and a hard drive (about a half of a terabyte), I don't know the ram you need though... it can get expensive but so worth it, my dad has one and I use it a lot. Some laptops (or PC's) are vr ready and don't need anything extra. There is a lot of upgrades for it to, I do suggest that you get a different face mask because the one it comes with absorbs sweat and collects hair (when this happens you'll need to clean it or it might get itchy, but not to bad). You will also want to get steam it supports vr and has a lot of vr games, including this one

I'm using an Oculus Rift with a GTX1070 and everything in VR runs beautifully. I'm sure you could get by with a 1060 or a 970, but for me the 1070 was the sweet-spot in terms of price/performance.
