The lightning spell zaps the 3 units with the most health within its radius. The order of priority is always (from what I observed playing) Towers then buildings then units.

Highest hitpoints are targeted first with lightning. So if the tower had more hp than inferno, then it'll target the tower first. Remember how back in the day we used to deploy various units and defend 1hp tower against lightning !!!
