I can't agree with the first line, since with tuning kit it reaches the same speed(with Nitro) as the cars at 1860+. It would need a big nitro buff to make it anywhere as good as a 600LT for example. The Vulcan was purposely nerfed a little for a reason, since it had too much speed and nitro for what it realistically is.

There is a simple solution to Class A/S MP, divide it into 2 rank brackets. 1773 to Sub 1860. 1860 only. Obviously they want to speed up matchmaking times but you can only merge disparate ranks so much until it ruins it for everyone else.

1:18 no the top speed is not good enough for the rank because you will get paired with 1859+ kings and those are 15km/h faster than the P1 GTR
