You can use hot steam on the feathers to straighten and fix the ruffled feathers. Once you got them straight you can work them with fingers gently to get them to form back like new. I saw ppl use a tea kettle but i used a steamer for removing wall paper.

Where did you purchase the wood feather holder at? That seems to make it easier to assemble a smudging fan.

I made it by myself from ±10mm plywood, just draw the shape of the holder and cut using small saw
