Whats happening is a gift exchange, between 2 families. ( Usually happens at Weddings, Funerals, and 21st Birthdays ) The person with the staff and fly whisk is the chosen orator of the family to stand and speak. He starts with a quote from Samoa, then acknowledges the important people from the other family. After that he gives thanks to the other family for the day and so. Then the gifts are delivered to where the other family is sitting. The other family will go home after and hand out the gifts to the rightful owners of those gifts. I believe the woven matts that are shown off are to show the other family how much dedication went into it just for them. After the speaker is finished orating he will wait for the response from the other family. The other family will now repeat the cycle.

Our own people actually put that status on the pastors, they're status is on level with the ali'i, that is why they use the women's traditional title of Faletua as the pastors wife. The ali'is wife is also traditionally called Faletua.
