Taki wrote "I Love You" on Mitsuha's hand instead of his name because Taki knew that if he did wrote his name then Mitsuha will only forget it just like how he immediately forgot her name in the in the mountains and possibly erased just like the notes Mitsuha left in His phone. Their names would be forgotten but the feeling... the feeling will be forever in their hearts.

There is a version out there where the text is not translated. You would have missed so much had you watched that version, especially the 'I love you', which hits me every single time I see it.
The reason Taki and Mitsuha lose their memories of each other after their twilight meeting is because in order for Taki to enter the shrine, which is the underworld, and undo the timelines to save Mitsuha, he was required to leave something of himself behind. The thing most precious and dear to him. That precious thing he left behind was their memories of each other. So when twilight ended and Taki and Mitsuha were sent back to their own timelines, their memories of each other immediately faded, and time and fate were undone to make way for a new one. But, by writing “I love you” on Mitsuha’s hand instead of his name, the moon god protected their hearts. In Japanese folklore, the moon god protects all messages of love and is not bound by the laws of fate or time. So they forgot the experiences they went through with each other, their faces, and even their names, but not the feelings they had for that person. The love they had in their hearts remained there. Even though they could no longer remember who the person they loved was, they knew they loved someone, and that that person loved them too.

Mitsuha already knew Taki's name. It did't matter if she forget his name. What needed to be said was Taki's feelings which she doesn't know. Hence the i lov u.

This is still my favorite anime movie and it still tears me up every time I see it. Side note, Taki and Mitsuha actually make cameos in the director's next movie after this, Weathering With You.

Taki writing “I love u” on Mitsuha’s hand has a deep meaning than u think. If u understand japanese culture u will know why. The Moon God in japanese folklore allows nothing but the symbol of love. If Taki had written his name it would had been erased anyway just like how the memo’s in his phone disappeared. It also expresses that in such a short time of their conversation taki wanted Mithsuha to remember not his name, not his address nor his Number but his emotions that “He loved her”

I’ve actually visited the stairs from the last scene. The spot is almost identical to what was depicted in the movie. Now it’s pretty iconic place

BTW, most of the places you see in the movie are actual locations. They used photographs for realism. I've seen a person commenting that they went in that exact place they go to eat ramen to and had ramen there when on a trip in Japan, so he was very surprised to see it in the movie.
