MOrtal Emp is better than IP but overall it's situational for playstyle ....LIGHT use Mortal emp and medium- heavy use IP ...

they effect different things, if you read the perks, invig only effects abilities but isn't effected by empower cap, ME effects all but is effected by empower cap, soo it depends on how easily your build reaches empower cap and how much you use abilities vs. auto attacks for damage, ie greatsword you probably want to take the base damage increase over the empower as you hit cap fairly often, probably the same with great axe as most of your damage is from abilities but it won't hurt to be at empower cap more of the time so a lot of builds benefit from ME stacks especially if you use autos more.

Learning pvp now. My biggest question is, how are you not just getting swarmed by 4 guys with flame throwers before you can get a single swing in.

So I'm still kind of new, but I can't understand how you not only deal so much damage but take so much. Im getting a quarter of my health per hit from almost any one in OPR. It's so frustrating cause there is no way them having 1 more perk than me is causing them to literally tear me limb, from limb.

you see how he isn't getting hit? You have to know when you are being focused, what is hitting you, the risks and the abilities to dodge. To mitigate you need 5x resil, x3 shirking, x3 freedom and x4 onyx x4opal + thrust or slash protection amulet, ideally with health and stamina recovery.
